Personality: Ryonosuke has always been an outgoing sort with a very strong personality. He is known just to say certain things a certain way just to see what kind of rise he can get out of the company he is with. He particularly likes to torment those around him whom he sees as being far too uptight for their own good. Most of these sort of people find Ryonosuke to be insufferable. He is the kind to think outside the box and does not need the validation of anyone (almost). Despite rumor, Ryonosuke does have a highly developed sense of duty, honor and tradition. However, he is far more flexible about certain ideas he was raised with than some. Highly charismatic, he is a natural leader, whether he likes it or not (mostly he does, even if he says otherwise). Ryonosuke’s charisma is hampered only by his stubbornness.
Self Perception: As the first born male, Ryonosuke understands that his role in his family is extremely important. As the eldest he is expected to be the leader of his family, especially after the death of his father. He is aware that people are often drawn to him, and though at times he will gripe or even make joke of it, he understands the responsibility that brings.

Satoshi was a great leader and a well known and highly respected soldier all throughout his career. He instilled in his sons and daughter a sense of pride in family and themselves. He was a stern man, not given to flights of fancy or nonsense. Throughout his life, Satoshi had a hard time accepting ideas or views that conflicted with his own, and as a result he and Ryonosuke were quite often at odds. Satoshi died of a heart attack while at sea at the age of 66.

She was not born on Neptune, however, Lavina has spent her entire adult life on the planet and has come to love it as though it were her home. She is a soft spoken women. She often allowed Satoshi to be the authoritarian in the home while her children were young, but she was the one who made the rules of the house. She was determined to have her children to have the most well-rounded education she could provide for them so they would know there was more to life than fighting a war. Despite being a powerful force behind her family mostly unseen, Lavina is a fragile sort. After the death of her husband and then her son, Lavina became a very reclusive person.

Though the two were born identical twins, the difference between them is obvious. Ruo is far more pensive and reserved than his brother. The two were extremely close growing up and were inseparable. The bond the two of them shared while Ryonosuke was alive seemed at times to be almost psychic and could explain why in death, Ryonosuke’s soul is still tied to his brother. After his brother’s death, Ruo returned to his home to be the new patriarch of his family and take up the responsibilities Ryonosuke had been forced to leave behind.
~~Mami-Rin Meiyahima—Sister
The youngest of the Meiyahima clan, Mami-Rin is 17 years old. Like her brother and father, she has a very strong outgoing personality. She resists being told what to do. As the youngest and the only girl, Mami-Rin found she could get just about anything she wanted out of her father and even her older brothers just by giving them a look. As they all grew older, Ryonosuke found it was easier to deal with Mami-Rin in trades. Mami-Rin is a student at Madras University where she is studying the arts.

Biography: Ryonosuke was the first born son of Lavina and Satoshi Meiyahima. A full 5 minutes older than his twin brother, it soon became obvious that Ryonosuke was the more dominant of the two. He was bigger, cried louder, ate more and all around seemed to be the healthier of the two infants. Both thrived and grew and soon it was nearly impossible to tell them apart physically. However, Ryonosuke still remained the more dominant of the two. More adventurous, he was walking before Ruo. He hit the Terrible Twos before he was 16 months old, throwing fits when his will was thwarted. Despite being the more outgoing of the two, Ryonosuke and Ruo were inseparable. Lavina took heart in knowing where she found one, the other would not be far away. The twins had a connection between them that went far beyond anything she had ever seen before. If Ruo fell down and skinned his knee, Ryonosuke cried. If Ryonosuke caught the flu, it was Ruo who threw up. Though Ryonosuke often commanded the spotlight, Ruo was always there urging him on and Ryonosuke was always sure that his brother got credit for his contributions to anything. Lavina and Satoshi were both thankful that Ruo’s more reserved nature seemed to ground Ryonosuke a little more. They both shuddered to think of the handful they would have if there had been no Ruo at all.

He dated both girls and boys and was successful in both, though he never had a relationship that withstood the test of time or temptation. As is law in both Amphi and Tortuga, the eldest born male is required to enlist in the military. At the age of 16, he had reached the age of majority and was required to enlist. He would be attending The Regent’s Grand Naval Academy (Regent’s Academy) and for the first time in his life would be separated from his twin brother. And not simply by a few miles, but by light years, as Ruo was being sent to a university on Earth. The first year apart was hard on Ryonosuke who seemed surprisingly lost without Ruo. Due to the requirement that he serve his country, Ryonosuke was not in danger of failing out of school, however, at the rate he was going, he would never have rose to be anything other than a common level seaman. Learning how well Ruo was doing on Earth coupled with a few long harsh talks with his father set Ryonosuke on a successful path. He graduated Regent’s Academy in the top 5th of his class at the age of 20. He was given his first tour of duty in the Southern Seas. Though the War had been in a period of recession, skirmishes in the south had started to escalate. Ryonosuke’s tour lasted 2 years and he proved himself to be skilled and capable. He was given the coveted opportunity to enroll in the Regent’s Officers School. He excelled, learning tact, strategy and discipline as well as the history of great naval minds of his past. He graduated with honors and was given his first command at the age of 24. He was by no means the youngest to ever have command, but he was one of the more skilled. He achieved the rank of Captian and his future looked as bright as his father’s had. In fact, there were those heralding him as the next Regent Admiral Meiyahima.
The war had turned from recession to heated conflict by the time Ryonosuke turned 25. Skirmishes had turned into all out battles in the Northern Seas over fertile fishing zones as well as the few ports there. Ryonosuke’s ship was dispatched to the north to aid those already there. As they sailed north, Ryonosuke received word that his father, who had been stationed in the Northern Seas, had died of a heart attack. It was a devastating blow to Ryonosuke. A blow he would not overcome in time to meet his first battle in the north. The northern seas were different than the calmer seas in the south. They were harsh, the storms churned up out of nowhere, tossing the smaller Amphian ships about like toys. They found themselves fighting just to stay afloat. When a Tortugan battle ship came across them, the men were too tired, sickened and weak to properly defend themselves. Though, they fought bravely under Ryonosuke’s leadership. The battle lasted three days at sea, one of the longest any of the sailors at that time had endured. On the third day, Ryonosuke was cut down by a Tortugan Long Shell through his head. With their captain felled and a new storm threatening to rage around them, Ryonosuke’s men retreated south to calmer and friendlier waters. Ryonosuke clung to life in his cabin for two days. He swam in and out of conciseness. All the while he could hear voices around him, the voices of his men, his trusted officers, his first mate, who had to take command now. Sometimes he could see them hovering above him, silhouetted masses out of focus. Then there came nothing but silence and darkness and Ryonosuke began to panic. He was soothed shortly, however, by a very familiar unmistakable presence. A presence he had feared he would never sense again. His brother. Ruo was near. Not just near, but with him. He was startled when he finally was able to see once again, and found himself on a world that was not Neptune. Ruo was just as startled to find that he could hear his twin’s voice only days after he had learned that he had been killed at sea. At first both thought they were going insane. It took many months for Ruo and Ryonosuke to get used to the idea that Ryonosuke’s soul had somehow become tied to Ruo. Both were able to convince themselves and each other that it was because of the bond they shared. It would not permit Ryonosuke to leave the universe without his beloved twin. For this Ryonosuke is thankful, remembering what it was like without Ruo. And Ruo was going to need all the help he could get.
It has been three years since Ryonosuke’s death and Ruo has returned to Neptune now as the Meiyahima Family Patriarch. Ryonosuke’s presence is not common knowledge. In fact no one knows of Ryonosuke’s continued existence. Both brothers agree, no one would believe Ruo if he said anything and the last thing they needed was for Ruo to be locked up in a mental ward.

Transformation Sequence (long): Dark Water Rise! Neptune Summoning!
After Ruo invokes the Transformation Phrase, he stands straight, his back arched and his arms to his sides. The pendant starts to glow and a dark tsunami like wave crashes behind him and then rises up from under him. He is silhouetted within a typhoon of water swirling around him with only the pendant glowing through bright blue. As Ruo is being swept and pulled away from his body with the tide and Ryonosuke is taking over, the civilian clothes the body is wearing seemingly evaporate, replaced by raging torrents of white water that solidify into the fuku and his weapons along his arms. When the water recedes, he is left standing, gleaming as though he were still wet.
Transformation Sequence (short): Dark Water Rise!
The pendant is gripped tightly and one arm is thrown over his head. A wall of white water crashes down on him completely hiding him from view. It wraps around his body, evaporating his clothing and replacing it with the fuku. Ruo is pulled from the body far quicker and Ryonosuke takes over. He stands with Tonfas at his sides, but his stance battle ready.
Transformation Item: A stone pendant wrapped in steel that hangs from a chain around his neck. The stone comes from one of Planet Neptune’s rings.

Abilities/Attacks (in order of appearance):
NOTE Neptune's attacks lose aprox. half their power when they are used on a water based enemy. However they gain an advantage when used on a fire based enemy.
1~~Riptide Ensnare~~ Using his tonfas, Neptune slashes the area in front of him as though cutting into the space itself and releasing water that flows like a flashflood. When the water has overtaken the desired target, Neptune jerks his bladed arms upwards so his elbows are at a 90 degree angle. The water rips back towards him and his allies bringing the intended target(s) with it. Riptide Ensnare will drag enemies over ground or water, causing minor to sever damage depending on the power of the attack.
~~2 Sharp Raining Demise~~ Neptune summons water to his hands, which he then uses to spray at a target either at close range, or at a short distance. The water turns into a spray either straight on, or arched at the target. The water becomes like long needles able to easily pierce through skin and cloth and leather armor. As with (NAME NEEDED) above, this attack will grow with power as Neptune grows with strength and experience.
~~3 Dark Oceanic Scathing This is Neptune's only other weapon based attack. He spins the tonfa's by their handgrips, as he does black water climbs up/down the tonfas as they twirl. The water "solidifies" around them, elongating them and causing them to have a double sided serrated edges. The twirling is instantly stopped as Neptune tears forth at a close enemy for a close hand-to-hand combat. When the blade hits an enemy, the water feels as hard as though the enemy had fallen on it from a great height. Its also frigid water, offering a shock, and the serrated edges it has formed around the blade can easily tear through normal skin. This attack can also be used while already charging/leaping/being flung towards an enemy The attack has potential to work with Mercury's ice. Ice on the blade causes it to become a stronger more powerful weapon, but more cumbersome to use.
Note As these are very powerful attacks, Neptune will only be able to do these last two attacks after he has separated from his brother or after Sailor Moon has awakened
~~4 Typhoon Massive Devastation ~~ By spreading his arms wide in a V, Neptune is able to summon two dark water funnels. Using motions with his arms, he is able to control where and how these funnels move (i.e. travel from point A to point B, or bend over). Like land based tornadoes the funnels are able to rip up and tear through almost whatever is in their path and devour them. Depending on Neptune's control, if a target has been sucked inside, he can choose to have them ejected, or let the rushing swirling water within crush them.
~~5 Tsunami Complete Obliteration~~ As Neptune's most powerful attack, it is an attack he does not use often. Like with Typhoon Massive Devastation, Neptune raises his arms. However, now his arms are crossed over his face. Water gathers around him, swirling and breaking like waves in a wave pool, tightly contained around his body. Behind him, a wall of dark gray and black water starts to build and swell. When he believes enough water and power has been gathered Neptune flings his arms forward with a scream. The water breaks from around him and behind him, submerging him. The ice cold water hits its target with the such force it may as well feel like a solid iron wall. While Neptune is able to stand strong as the water rages through and past him, whatever the target may not be so lucky. Collateral damage (i.e. property damage) is common. While this is Neptune's most powerful attack, it does make him vulnerable as it requires a certain amount of time to "power up".

However, in the past two decades, the war has started to heat up, causing both sides to take drastic, even ruthless measures against both each other as well as outside forces.
Neptune's moon, Triton, has been declared a neutral zone, not controlled by either country. It is greatly accepted by those who live, fight and die on the planet below that those who have chosen to live on Triton are attempting to escape the war. Tortugans believe those who live on the moon rather than on the planet's surface to be traitors. Due to its neutral status, Triton is Neptune's olink to the rest of the solar system. Neptune's Oceanic game (some of the rarest and most sought after in the solar system) is bought and sold on Triton.

Learning how well Ruo was doing on Earth coupled with a few long harsh talks with his father set Ryonosuke on a successful path. He graduated Regent’s Academy in the top 5th of his class at the age of 20. He was given his first tour of duty in the Southern Seas. Though the War had been in a period of recession, skirmishes in the south had started to escalate. Ryonosuke’s tour lasted 2 years and he proved himself to be skilled and capable. He was given the coveted opportunity to enroll in the Regent’s Officers School. He excelled, learning tact, strategy and discipline as well as the history of great naval minds of his past. He graduated with honors and was given his first command at the age of 24. He was by no means the youngest to ever have command, but he was one of the more skilled. He achieved the rank of Captian and his future looked as bright as his father’s had. In fact, there were those heralding him as the next Regent Admiral Meiyahima.
The war had turned from recession to heated conflict by the time Ryonosuke turned 25. Skirmishes had turned into all out battles in the Northern Seas over fertile fishing zones as well as the few ports there. Ryonosuke’s ship was dispatched to the north to aid those already there. As they sailed north, Ryonosuke received word that his father, who had been stationed in the Northern Seas, had died of a heart attack. It was a devastating blow to Ryonosuke. A blow he would not overcome in time to meet his first battle in the north. The northern seas were different than the calmer seas in the south. They were harsh, the storms churned up out of nowhere, tossing the smaller Amphian ships about like toys. They found themselves fighting just to stay afloat. When a Tortugan battle ship came across them, the men were too tired, sickened and weak to properly defend themselves. Though, they fought bravely under Ryonosuke’s leadership. The battle lasted three days at sea, one of the longest any of the sailors at that time had endured. On the third day, Ryonosuke was cut down by a Tortugan Long Shell through his head. With their captain felled and a new storm threatening to rage around them, Ryonosuke’s men retreated south to calmer and friendlier waters. Ryonosuke clung to life in his cabin for two days. He swam in and out of conciseness. All the while he could hear voices around him, the voices of his men, his trusted officers, his first mate, who had to take command now. Sometimes he could see them hovering above him, silhouetted masses out of focus. Then there came nothing but silence and darkness and Ryonosuke began to panic. He was soothed shortly, however, by a very familiar unmistakable presence. A presence he had feared he would never sense again. His brother. Ruo was near. Not just near, but with him. He was startled when he finally was able to see once again, and found himself on a world that was not Neptune. Ruo was just as startled to find that he could hear his twin’s voice only days after he had learned that he had been killed at sea. At first both thought they were going insane. It took many months for Ruo and Ryonosuke to get used to the idea that Ryonosuke’s soul had somehow become tied to Ruo. Both were able to convince themselves and each other that it was because of the bond they shared. It would not permit Ryonosuke to leave the universe without his beloved twin. For this Ryonosuke is thankful, remembering what it was like without Ruo. And Ruo was going to need all the help he could get.
It has been three years since Ryonosuke’s death and Ruo has returned to Neptune now as the Meiyahima Family Patriarch. Ryonosuke’s presence is not common knowledge. In fact no one knows of Ryonosuke’s continued existence. Both brothers agree, no one would believe Ruo if he said anything and the last thing they needed was for Ruo to be locked up in a mental ward.

Transformation Sequence (long): Dark Water Rise! Neptune Summoning!
After Ruo invokes the Transformation Phrase, he stands straight, his back arched and his arms to his sides. The pendant starts to glow and a dark tsunami like wave crashes behind him and then rises up from under him. He is silhouetted within a typhoon of water swirling around him with only the pendant glowing through bright blue. As Ruo is being swept and pulled away from his body with the tide and Ryonosuke is taking over, the civilian clothes the body is wearing seemingly evaporate, replaced by raging torrents of white water that solidify into the fuku and his weapons along his arms. When the water recedes, he is left standing, gleaming as though he were still wet.
Transformation Sequence (short): Dark Water Rise!
The pendant is gripped tightly and one arm is thrown over his head. A wall of white water crashes down on him completely hiding him from view. It wraps around his body, evaporating his clothing and replacing it with the fuku. Ruo is pulled from the body far quicker and Ryonosuke takes over. He stands with Tonfas at his sides, but his stance battle ready.
Transformation Item: A stone pendant wrapped in steel that hangs from a chain around his neck. The stone comes from one of Planet Neptune’s rings.

Abilities/Attacks (in order of appearance):
NOTE Neptune's attacks lose aprox. half their power when they are used on a water based enemy. However they gain an advantage when used on a fire based enemy.
1~~Riptide Ensnare~~ Using his tonfas, Neptune slashes the area in front of him as though cutting into the space itself and releasing water that flows like a flashflood. When the water has overtaken the desired target, Neptune jerks his bladed arms upwards so his elbows are at a 90 degree angle. The water rips back towards him and his allies bringing the intended target(s) with it. Riptide Ensnare will drag enemies over ground or water, causing minor to sever damage depending on the power of the attack.
~~2 Sharp Raining Demise~~ Neptune summons water to his hands, which he then uses to spray at a target either at close range, or at a short distance. The water turns into a spray either straight on, or arched at the target. The water becomes like long needles able to easily pierce through skin and cloth and leather armor. As with (NAME NEEDED) above, this attack will grow with power as Neptune grows with strength and experience.
~~3 Dark Oceanic Scathing This is Neptune's only other weapon based attack. He spins the tonfa's by their handgrips, as he does black water climbs up/down the tonfas as they twirl. The water "solidifies" around them, elongating them and causing them to have a double sided serrated edges. The twirling is instantly stopped as Neptune tears forth at a close enemy for a close hand-to-hand combat. When the blade hits an enemy, the water feels as hard as though the enemy had fallen on it from a great height. Its also frigid water, offering a shock, and the serrated edges it has formed around the blade can easily tear through normal skin. This attack can also be used while already charging/leaping/being flung towards an enemy The attack has potential to work with Mercury's ice. Ice on the blade causes it to become a stronger more powerful weapon, but more cumbersome to use.
Note As these are very powerful attacks, Neptune will only be able to do these last two attacks after he has separated from his brother or after Sailor Moon has awakened
~~4 Typhoon Massive Devastation ~~ By spreading his arms wide in a V, Neptune is able to summon two dark water funnels. Using motions with his arms, he is able to control where and how these funnels move (i.e. travel from point A to point B, or bend over). Like land based tornadoes the funnels are able to rip up and tear through almost whatever is in their path and devour them. Depending on Neptune's control, if a target has been sucked inside, he can choose to have them ejected, or let the rushing swirling water within crush them.
~~5 Tsunami Complete Obliteration~~ As Neptune's most powerful attack, it is an attack he does not use often. Like with Typhoon Massive Devastation, Neptune raises his arms. However, now his arms are crossed over his face. Water gathers around him, swirling and breaking like waves in a wave pool, tightly contained around his body. Behind him, a wall of dark gray and black water starts to build and swell. When he believes enough water and power has been gathered Neptune flings his arms forward with a scream. The water breaks from around him and behind him, submerging him. The ice cold water hits its target with the such force it may as well feel like a solid iron wall. While Neptune is able to stand strong as the water rages through and past him, whatever the target may not be so lucky. Collateral damage (i.e. property damage) is common. While this is Neptune's most powerful attack, it does make him vulnerable as it requires a certain amount of time to "power up".

Neptune is in the midst of an age old civil war between Amphi and Tortuga over control of the planet's vast oceans, the fishing areas and what little land dots the oceans. For nearly a century the war has been a cold war. However, in the past two decades, the war has started to heat up, causing both sides to take drastic, even ruthless measures against both each other as well as outside forces.
Neptune's moon, Triton, has been declared a neutral zone, not controlled by either country. It is greatly accepted by those who live, fight and die on the planet below that those who have chosen to live on Triton are attempting to escape the war. Tortugans believe those who live on the moon rather than on the planet's surface to be traitors. Due to its neutral status, Triton is Neptune's olink to the rest of the solar system. Neptune's Oceanic game (some of the rarest and most sought after in the solar system) is bought and sold on Triton.
