So I think every planet should have "local time" that can be used when a scene is taking place on that planet, and then we will have "Universal Time" when outside the planets, on the Outpost, traveling, and whatnot.
How do we know what time it is Universal compared to Local? Wing it. Honestly I don't want details so worried over that it detracts from the game. If you want the scene at night, give it a "PM" time. You want a scene to happen the next morning, give it a morning time.
If we want to get technical then here is a list of how long a year, in earth time, is for each of the planets. What we can do with this... I don't know. I suck at math, but if we really want to we can figure something out. Otherwise I stick by my "wing it" idea because we're all smart enough not to confuse ourselves.
Planetary Calendar Year: Mercury - 88 (earth) days to a year Venus - 225 days to a year Earth - 365 days to a year Mars - 687 days to a year Jupiter - 4329 days to a year Saturn - 10,759 days to a year Uranus - 30,660 days to a year Neptune - 60,148 days to a year Pluto - ....a really long-ass time!

Or, to simplify things, we could just go by Earth time & day. Being as Earth was the starting place for humanity, everything can just be related to Earth. Otherwise, no planet would be on the same day or time.

I'm with Steff on this one. Like you said above, if its "am" time in the post no matter where the character is than it should be labled as such and so on. Personally, for the outpost and travel I'm going to use Military Time because it seems fitting (they do for navel and space travel as it is, so why not?).
If the post is supposed to fit in a certain time line with other posts the author can make a note. For example: NOTE: The following happens before such-a-such-a-post or something to that effect.
Easy enough.

Yeah, all of this definitely sounds good to me.
Now, my next question is that of <what year is it?> Here is me taking a stab at it by randomly typing up a four number sequence:
9789
Now, what is the year based off of?
The first generation of senshi? Which could be abbreviated as F.G.S.
The first expansion into space? First Space Colonly? > F.S.C.
The Moon Kingdom of Queen Selenity? > After Moon Kingdom (A.M.K.)
Neo-Crystal Tokyo perhaps? > After Crystal Kingdom (A.C.K.)

The year is 2997, so it is stated in the setting thread. =P But I like the suggestion of putting a "stamp" on it. How about something simple like "SC" taking your idea and just shortening it to "Space Colonization"? Or "SC" for "System-wide Calendar" to account for the start of the interplanetary calendar?

I forgot about the year being set in the setting thread, sorry! It just puzzeled me as to why it wasn't being used on the first two IC posts. I like S.C. standing for both Space Colonization and System-Wide Calendar ^ ^. Great idea, V!
